A new speech representation and reconstruction tool and Some applications

Some results concerning a new speech representation - reconstruction tool will be presented in this work. This tool seems to be capable of high quality reproduction of speech at very low bit rates. It may also be applicable as an analysis and representation tool in speech recognition devices.
